
More than 3,000 criminal cases registered in 2024 and 2025 remain under investigation in Islamabad as police have failed to submit challans to courts within the required timeframe, according to official documents.
A report prepared on the directions of the inspector general of police (IGP) revealed that investigations into 3,074 cases are still pending across five police zones of the federal capital. Of these, 100 cases were registered in 2024, while 2,974 cases were lodged in 2025.
The report, submitted by Assistant Director Safe City Abbas Mehdi, stated that judicial policy requires police to submit challans within 14 days in cases where suspects are in custody, while challans in other cases must be filed within three months.

According to the document, the Rural Zone has the highest number of pending cases at 847, followed by the Soan Zone with 911 cases. City Zone has 615 pending investigations, Industrial Area Zone 369, and Saddar Zone 332.
Among individual police stations, Shahzad Town Police Station reported 588 pending cases, while Khanna Police Station recorded 547 pending investigations.
The report recommended that the deputy inspector general (DIG) operations, senior superintendent of police (SSP) investigation, and SSP operations direct zonal superintendents of police (SPs) to expedite the submission of challans in courts.
A senior police official, speaking on condition of anonymity, said the report had been submitted to the IGP office and expressed hope that the police chief would take strict action to resolve the issue and improve the investigation system.
