To reduce pollution in Delhi-NCR, the CAQM has taken three major decisions. The “No PUC, No Fuel” rule will come into effect from October 1, 2026. To control the rising pollution in Delhi-NCR, the Commission for Air Quality Management (CAQM) has taken three major and tough decisions. These decisions will impact everyone from drivers to farmers and the auto sector. The government’s aim is to reduce air pollution in the region and protect the environment. First, the CAQM has decided to implement the “No PUC, No Fuel” rule in the NCR. This rule will come into effect from October 1, 2026.
Under this, vehicles without a valid Pollution Under Control (PUC) certificate will not receive petrol and diesel. Previously, this rule was only applicable in Delhi, but now it will be implemented throughout the NCR. Vehicles will be inspected at petrol pumps using ANPR cameras, and the PUC status will be revealed as soon as the number is scanned.
The second major decision concerns the problem of stubble burning. The CAQM has set a target for Punjab, Haryana, and Uttar Pradesh to completely eliminate stubble burning by 2026. To achieve this, the fields of every village will be mapped, and a nodal officer will be appointed for every 100 farmers. 50 farmers will be monitored in hotspot villages.
Preparations to Implement No PUC, No Fuel Rule
A web-based dashboard will be created for real-time monitoring of stubble management. A stubble protection force will be deployed at the district and block levels, working in coordination with the police and administration. Night patrolling will be increased, and satellite monitoring will be used to take action against those burning stubble. Instructions have also been given to impose red entry and environmental fines on offenders.
In addition, a large-scale IEC campaign will be launched to raise awareness among farmers. Old and faulty CRM machines will be reviewed and new machines will be made available by August 2026. Small and marginal farmers will be provided with free CRM machines, and custom hiring centers will also be established.
The CAQM’s third major decision relates to the transportation sector. The Commission has further tightened its policy to promote electric vehicles in the NCR. Under this, only electric 3-wheelers will be registered. It is proposed to ban the registration of new CNG and diesel autos in Delhi from 2027.
CNG and diesel autos may be banned from 2027.
According to this, only L5 electric 3-wheelers will be registered in Delhi from 2027 and in high-volume diesel districts from 2028. This will significantly transform the auto and freight vehicle sectors. The CAQM states that these three major decisions will significantly improve pollution control in Delhi-NCR and help improve air quality.
