In the first phase, 35 employees were granted permanent appointments at Hemwati Nandan Bahuguna Garhwal University. The vice-chancellor of the university, Shriprakash Singh distributed the appointment letters to the employees, who include Group C employees and drivers, on Wednesday.  A total of 147 daily-wage and fixed-pay employees have received permanent appointments at the university.

Importantly, the executive council (EC) meeting held on May 9, chaired by the VC, regarding a case pending in the High Court for a long time, had approved the new permanent appointments.

Addressing the appointment distribution ceremony, the VC said that this marked a victory for all the employees and officers who had fought for long to secure their regularisation. He further stated that the cabinet minister, Dhan Singh Rawat and Garhwal MP, Anil Baluni had played a significant role in these appointments.  He also stated that the process for appointments to other positions, including the registrar and finance officer, would begin soon. He also directed that the appointed employees be provided with ‘Karmayogi’ training and urged the registrar to prepare the teaching roster promptly and upload it to the university’s website.

It is noteworthy that 147 employees at the university had been serving on a temporary basis for more than two decades. They had filed a petition in the Nainital High Court in 2009, seeking appointment to vacant posts. Following this, on December 13, 2025, the High Court had ordered the university to permanently appoint these employees. The Garhwal University administration had thereafter formed a committee to address the matter. Finally, after a long struggle, 35 of them have been permanently employed. They expressed their gratitude to the VC for meeting their long-pending demand.

The minister, Dhan Singh Rawat also congratulated the permanent employees of the university.
